A signal finder will only operate correctly if it is attached to a good antenna system.The items that can effect a low signal are the quality of the antenna, if the amplifier is working, if all connections and cables are in good condition and good quality, if you are getting a direct signal, or if the signal is getting bounced off buildings or landforms.
It is surprising how often a cable is at fault where it looks to be in good condition.
